We have an exciting opportunity for a Proposal Director for our Strategic Development group located in Poway, CA.

This position is responsible for directing all activities related to the development, planning and scheduling of proposals for company products and/or services.


  • Responsible for working with matrixed teams planning, scheduling and developing proposals, including editing and writing segments of submittals.

  • Guide and grown the proposal team and continue to improve the proposal process.

  • Develop and manage teams to develop proposal responses.

  • Provides leadership in proposal efforts to ensure request for proposal (RFP) specifications and Company standards are met.

  • Develops schedule, past performance, management, and technical elements.

  • Documents findings, communicates results to proposal or management staff and makes technical presentations as required.

  • Represents the organization as a primary contact with internal and external personnel.

  • Provides coordination for proposal to ensure accuracy of technical information as well as supports content development and end production.

  • Documents technical findings, communicates findings to proposal management and other Strategic Development staff.

  • Represents the organization as a key technical contact with internal and external personnel.

Job Qualifications:

  • Typically requires a bachelor's degree in business administration or a related discipline and thirteen or more years of professional experience in proposal development with at least seven of those years in management. May substitute equivalent experience in lieu of education.

  • Experience with proposal management in large, multi-volume government proposals.

  • Aviation technical knowledge or demonstrated ability to learn technical fields is required.

  • Prior experience managing a small team.

  • Must demonstrate extensive and detailed knowledge in the development, coordination and application of proposal principles, concepts, regulations, and practices; comprehensive project leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones; and in-depth knowledge of defense industry processes and practices.

  • Must be customer focused and possess: (1) the ability to exercise a high degree of independent judgment in resolving highly complex management and technical problems; (2) the ability to serve as spokesperson on various projects; (3) excellent communication, leadership, presentation, and interpersonal skills to enable an effective interface with others; and (4) knowledge of computer applications and operations pertinent to the field.

  • Must be able to work on a self-initiated basis and lead in a team environment, and able to work extended hours and travel as required.

  • Must be able to obtain a security clearance.
