This position is responsible for providing administrative and programmatic support to the Leasing Services and Training Center (LSTC) Business Area Manager (BAM) in the performance of his/her routine tasks. Additionally this position would be responsible for supporting both Company Owned Company Operated (COCO) Project Managers and Fleet Test and Training Managers with the Proposal Development process. This position requires close coordination with supporting organizations across GA-ASI along with our partner sub-contractors. This position involves the exercise of independent judgment and discretion about matters of fiscal and operational significance. This position is responsible for supporting multiple managers and projects, often simultaneously.

  • Assist the LSTC BAM in the performance of routine tasks including: Direct Project Setup/Close Out; Maintenance of the projected LSTC Book of Business spreadsheets and supporting presentations; development and review of LSTC Monthly Program Quad Charts.

  • Support LSTC Project Managers throughout the complete Proposal lifecycle. Tasks include:

  • Support BAM in Project Setup and Proposal Setup and Budget development

  • Coordinate Proposal Kick Off Meeting with Key stakeholders

  • Work with LSTC Project Scheduler to development initial proposal and project schedules and Integrated Master Schedule (IMS)

  • Sub-Contractor coordination including: Statement of Work (SOW) drafting, coordination with GA-ASI buyer to solicit competitive bids, work Non Competitive Justifications (NCJ), and routing of Non-Disclosure Agreements (NDA); Initiate Purchase Requests to support SubK Purchase Orders.

  • Draft Work Breakdown Structure and Dictionary to support the project

  • Solicit Basis of Estimate (BOE) spreadsheets from supporting departments. Ensure BOE meet the requirements of the Request for Proposal (RFP) and are aligned with the WBS Dictionary. Coordinate the delivery of final BOEs to Pricing to support the final Proposal Pricing.

  • Work with primary Project Manager and Program Finance Representative to establish direct charge numbers to support program execution at contract award.

  • Coordinate with International Trade Compliance (ITC) Department for Export License application and overseas transportation requirements

  • Maintains the strict confidentiality of sensitive information.

  • Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company.

Job Qualifications:

  • Typically requires a Bachelors in Business Administration or related discipline and nine or more years of progressively complex experience in the project administration field with at least three of those years in project management. May substitute equivalent experience in lieu of education.

  • Must have a thorough understanding of project management processes and procedures, planning and scheduling methods, and budget management as well as the ability to organize, schedule, and coordinate workloads to meet established milestones and budgets.

  • Must possess: (1) the ability to initiate, plan and manage projects; (2) the ability to identify issues, analyze and interpret data and develop solutions to a wide range of complex issues; (3) strong communication, computer, documentation, presentation, and interpersonal skills
