Job Summary:

This position will report to the International Programs Business Area Manager. This role provides a broad, exciting opportunity in a high-growth, strategically important business area for GA-ASI. The Offset Manager will serve as the offset subject matter expert to International Programs. In conjunction with the Business Area Manager, the subject matter expert will develop strategies and business plans to support International Programs Offset obligations, goals and objectives. The responsibilities include maintaining and proactively disseminating the latest information and analysis of country-specific offset requirements, policies, and offset practices. Support the execution of offset plans and development of offset valuations. Facilitate cross-business offset initiatives and fulfillment approaches.


  • Support the implementation of offset programs that satisfy commitments on schedule and with program budget.

  • Report on offset progress and ensure offset commitments are implemented in accordance with relevant policies and procedures.

  • Identify, document and develop applicable process and procedures in support of offset project development.

  • Identify and shape innovative industrial defense and commercial project opportunities (technical and business) to assist successful campaigns.

  • Advises business leaders by providing data-based strategic direction to identify and address business issues and opportunities.

  • Develop and deliver progress reports, proposals, requirements documentation, and may present results to project management team and/or management

  • Collaborate across management and project team to expand services and potential business opportunities.

  • Ensure compliance with environmental and other regulations.

  • Identify and assess project issues and develop recommendations for solutions to meet productivity, quality and customer satisfaction goals and objectives.

  • Act as a lead providing direction and guidance to employees working on assigned project.

  • May participate in the request for proposal (RFP) process to generate new business.

  • Maintain the strict confidentiality of sensitive information.

  • Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company. Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.

Job Qualifications:

  • Typically requires a Bachelors, Masters or PhD in engineering, science or a related technical field as well as eleven or more years of progressively complex program administration experience with at least five of those years managing programs. May substitute equivalent experience in lieu of education.

  • Demonstrates technical expertise and application of program management principles, concepts, and practice as well as program management and leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.

  • Must be able to develop solutions to problems that require coordination of technologies across program requirements.

  • Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.

  • Customer focused, must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required.

Desired Qualifications:

  • Understanding in international offset contracts, supply chain, and teaming strategies, with an emphasis on international business combined with equivalent defense industry experience.

  • MBA or JD desired
