We have an exciting opportunity for a Government Regulatory Compliance Specialist to work within our Financial Services team, located in Rancho Bernardo.

Under minimal supervision, this position is responsible for leading financial analyses and other projects within the Finance department. Exercises considerable discretion and judgment with considerable latitude in interpreting established policies, procedures, and standard practices to develop proactive plans to ensure the company’s financial objectives are met. Develops new concepts, techniques and standards and provides leadership in resolving complex financial issues. Responds to inquiries, identifies issues, and develops solutions to unusually complex and diverse challenges concerning a variety financial data, some of which contain confidential and sensitive information, which require tact and discretion in handling. May represent the organization as a primary contact with management, customers, and outside organizations.

DUTIES & RESPONSIBILITIES:

  • Conducts special studies and unusually complex analysis; leads long-term finance projects.

  • Determines propriety of accounting entries associated with projects, accounts, and trial balances.

  • Based on analyses, develops recommendations for corrective action(s) and specifies new reports for production from the company’s ERP system. Influences and guides on actions to be taken.

  • Interprets and administers policies, processes, and procedures that impact the company.

  • Participates in the development, implementation and audit of policies, procedures and associated documentation.

  • Responds to financial inquiries on a variety of issues including cost accounting and billing matters.

  • May prepare and analyze cost structures for new and existing areas of the company and price new services or products.

  • Collaborates across functions and project teams to deliver solutions to business challenges. Recommends areas for process improvement

  • Provides guidance in an advisory role to less experienced staff.

  • Works closely with program managers, profit center managers, and cost center managers to provide financial support, data, and reports.

  • Develops solutions to monitor and provide status for departmental project schedules, timelines, and milestones from initiation to delivery. Assesses potential project issues and assists in developing solutions to meet schedule and quality goals and objectives.

  • Creates progress reports, and documentation. Make internal and external presentations and may act as a contact with outside organizations.

  • Organizes, maintains, analyzes, updates, and develops various electronic and hard copy records.

  • Analyzes and responds to regulatory questions from internal and external sources by interpreting Company policy, Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) guidance, and applicable governmental regulations.

  • Leads cross-functional teams to identify needed process improvements and implement enhancements.

  • Represents the organization as a primary contact with DCAA, DCMA, and external auditors on a variety of audit inquiries.

  • Leads cross-functional reviews of internal controls and related DFARS Business Systems to promote compliance with applicable regulations. Recommends, designs, or develops enhancements to the company’s Business Systems.

  • Provides leadership, direction and guidance to department employees working on assigned project. Effectively communicates project expectations and objectives to team members and stakeholders in a timely manner.

  • Generates complex financial analyses using Excel and SAP in support of regulatory compliance efforts.

  • Responsible for observing all laws, regulations, and other applicable obligations wherever and whenever business is conducted on behalf of the Company. Expected to work in a safe manner in accordance with established operating procedures and practices.

  • Performs other duties as assigned or required.

Job Qualifications:

  • Typically requires a bachelor’s degree in business administration with an emphasis in accounting and/or finance, and at least fifteen years of professional experience in accounting, finance, or similar fields, preferably at a government contractor. May substitute equivalent experience in lieu of education.

  • Must demonstrate a comprehensive and detailed understanding of industry and government cost accounting principles, theories and concepts and a complete and thorough knowledge of cost accounting practices, techniques, and standards. Aerospace/Defense manufacturing experience strongly preferred but not required.

  • Must have ability to research and interpret regulatory compliance matters, including Federal Acquisition Regulations (FAR) and Agency supplements, and draft position papers.

  • Must possess leadership skills including organizing, scheduling, and coordinating work assignments to meet project milestones or established completion dates.

  • Must possess: (1) the ability to initiate, plan, and manage finance projects; (2) excellent analytical skills and the ability to develop solutions to a variety of problems; (3) excellent verbal and written communication skills; (4) excellent interpersonal skills to effectively interface with all levels of employees and external customers; (5) the ability to maintain the confidentiality of sensitive information; (6) the ability to represent the organization as a knowledgeable resource on internal and external projects and to interface with senior management and outside representatives, and (7) excellent computer skills (Microsoft Office suite, SAP expertise strongly preferred but not required). Requires effective presentation skills. Ability to work independently or in a team environment is essential, as is the ability to work extended hours.
